Aliens passport

Do you live in the Netherlands, do not have Dutch nationality, but do have a type I or type II Dutch residence permit? If so, you need an aliens passport if you want to travel abroad. For this, you need to make an appointment with the municipality.

What you need to know

The aliens passport is subject to a number of conditions:

  • you do not have a nationality or you are of a foreign nationality
  • you hold a Dutch residence permit for a definite or indefinite period of time
  • you are unable to apply for a passport in your home country
  • you are not registered as a refugee
  • you are registered in Breda

If you do not meet all the conditions, you may be able to apply for a refugee passport instead.

You will need the following

Bring along to the first appointment:

  • residence permit, for a definite or indefinite period of time
  • documentary evidence that your home country will not issue a passport (e.g. rejection letter)
  • a passport photo that meets the requirements
  • if you are younger than 18: you must bring the consent form, signed by the parent(s) or guardian(s) and (copies of) their proofs of ID: pdf Toestemmingsformulier paspoort en identiteitskaart minderjarige (PDF, 499.16 KB)
  • if your aliens passport has been lost or stolen, you need to bring alternative proof of ID

After you have received approval to apply for a refugee passport, you need to make a second appointment.

Bring along to the second appointment:

  • residence permit, for a definite or indefinite period of time
  • proofs of ID and passports, expired or otherwise
  • PIN card

Completion time

The completion time for an aliens passport differs per application. The average completion time from the first appointment is 2 to 3 months.
After the second appointment, you can collect the aliens passport after 6 working days at desk 10 at the Municipal Office, without having to make an appointment.

Expedited application

If you request the refugee passport before 2pm, it will be ready from 9am the next working day.
