Refugee passport

General

If you live in the Netherlands, do not have Dutch nationality and have a type III or IV residence permit, you need a refugee passport to travel abroad. Arrange an appointment with the council. You can collect this after 6 working days. Collect the passport in person.

You will need the following

This passport is subject to a number of conditions:

  • you must have been recognised as a refugee by the United Nations
  • you hold a Dutch asylum residence permit for a definite or indefinite period of time
  • you are registered in Breda

For an adult refugee passport, you will need

  • your asylum residence permit for a definite or indefinite period of time
  • a passport photo, not older than 6 months, that meets the requirements 
  • all of your Dutch and foreign passports, even if these are no longer valid
  • if your refugee passport has been lost or stolen, bring a different valid identity document with you
  • debit or credit card

For a child refugee passport, you will need

  • your asylum residence permit for a definite or indefinite period of time
  • a passport photo, not older than 6 months, that meets the requirements 
  • all Dutch and foreign passports for the child, even if these are no longer valid
  • if your refugee passport has been lost or stolen, bring a different valid identity document with you 
  • the child himself/herself, both when the passport is requested and collected
  • debit or credit card

Consent

To apply for a passport, up to the age of 18 years consent is required from the parent(s) or the person who has authority. Both parents provide consent online, each person individually using their own DigiD.

If (both) parents have provided their online consent, they do not have to be present during the application process at the service desk.

Lost or stolen

Tell us as soon as possible if your refugee passport has been lost or stolen: Lost passport or identity card.

You can also tell us that you have lost your refugee passport when you apply for a new one. It can take more than 6 working days to replace a lost refugee passport. It is not always possible to process an urgent request.

If you submit an urgent refugee passport application before 14.00 hours, this will be ready for collection after 12.00 noon on the next working day.
